Sarala Kanchan Mahila Bank Founder’s Note on formation of Mahila Bank:
Around 1988 Central Government had approved several programs to empower women but
most women were not aware of these women-oriented schemes and projects. Women at this
period were looked down upon in terms of financial independence. As a social worker I
recognized the need of banking help and moral support to empower women in the society.
At the time when I was the Zilla panchayat member from the Kota constituency in 1988 / 89
there was a destitute woman at Giliyaru village who had lost her husband and was looking after
her 2 small kids by selling cow’s milk. This meagre amount was insufficient for her to manage
her family and she approached me to help her to buy a better breed of cow so that she will be
self-reliant. To support her I had approached a Nationalized bank for a loan with this lady,
initially the bank manager agreed to support the lady but later on when she visited the bank
alone, she was questioned with how she intends to pay back this loan and also asked her to
submit collateral etc and eventually she was sent back with non-processing of her loan.
Similarly, in another village Waddarse, government had sanctioned 5.5 cents land to the
homeless for 30 to 40 families as part of the Ashraya scheme. As the government funding for
building a decent house was insufficient people had approached a nationalized bank who again
refused to sanction loans for this purpose on the basis of how the loan will be paid back. This
really upset me. Other than this small-scale business run by women were being refused loan
facility by these nationalized banks.
This was the time when it was foreseen the need of strong women’s representation in the
banking sector.
I was the Vice president of the Government Cooperative Union for the district. Cooperative
experts like Late Sri. Perarje Srinivas Rao, Late Sri. K. C. Kunder, Late Sri. Oscar Fernandes, Shri.
Shambu Shetty and Sri. Naraya Nayak etc discussed this issue and decided to start a women
Cooperative bank and requested for the permission from The Cooperative Department and the
approval was received with the condition capital deposit sum of Rs.35 lakhs. We collected 3
times more deposit than the stipulated amount of Rs.35 Lakhs. This was achieved by issuing
shares of Rs. 100 each.
Great support received from Anganawadi and Mahila mandals which I founded in every village.
Also, every district’s Mahila Okuta (Organization) supported launch of the newly founded
bank. That is how Mahila Co-Operative Bank was born. . It was also decided to appoint only
women directors from each taluk who had experience in cooperative field to exhibit a good
leadership. Currently we have 3 branches, with a strength of 9175 members holding a total
deposit of Rs. 31 Cores.
